Nonostante questo impegno dei leader internazionali, è noto che le realtà in cui viviamo sono molteplici ed eterogenee: è per questo che la declinazione degli SDGs a livello nazionale e locale, attraverso la pianificazione di strategie e politiche ad hoc, è fondamentale per l’implementazione e il raggiungimento degli stessi. Compresa e considerata l’importanza che gli enti territoriali svolgono all’interno del processo di attuazione dell’Agenda 2030 per lo Sviluppo Sostenibile e di implementazione dei suoi 17 Obiettivi di Sviluppo Sostenibile, la creazione di strumenti utili agli amministratori locali e alla cittadinanza risulta indispensabile per raggiungere un tale risultato e, con esso, un cambio totale del paradigma vigente. Per questo, la Fondazione Eni Enrico Mattei, dopo aver analizzato il grado di sostenibilità dei comuni-capoluogo di provincia italiani (Cavalli et al., 2018) e aver proposto una comparazione interregionale rispetto ai Goal dell’Agenda (Cavalli et al., 2019), presenta ora uno strumento utile a Province e Città Metropolitane del nostro Paese. Per rispondere alla necessità di tutti gli enti locali citati sono stati forniti loro strumenti teorici e quantitativi atti a trainare il percorso verso il raggiungimento di uno sviluppo sostenibile dal punto di vista economico, sociale e ambientale. L’elaborazione dei suddetti tools metodologici è pertanto utile a cogliere le sfaccettature e opportunità dell’Agenda 2030 e della Strategia Nazionale per lo Sviluppo Sostenibile (SNSvS). Si ricorda, infatti, che l’Agenda 2030, nella sua declinazione nazionale e locale, costituisce un’opportunità e un quadro di riferimento per allineare le politiche territoriali con le agende internazionali di sviluppo sostenibile, per raggiungere città, province e regioni più operose, sostenibili e inclusive. L’indice per le Province e le Città Metropolitane del nostro Paese analizza la distanza di queste ultime dagli Obiettivi di Sviluppo Sostenibile – il cui raggiungimento per 21 dei loro 169 target, doveroso sottolinearlo, è previsto al 2020 e non al 2030. Tale studio è stato reso possibile grazie a un set di 57 indicatori elementari scelti per fotografare lo stato dell’arte di province e città metropolitane rispetto agli SDGs. Fine ultimo del Rapporto è quello di aiutare le diverse comunità ad affrontare le sfide ancora aperte che interessano i territori del nostro Paese, nonché ad elaborare un database consolidato di indicatori sullo sviluppo sostenibile provinciale in Italia da monitorare nel tempo. It involves the evaluation of every stage of the supply chain starting from the raw material or intermediate product acquisition and finishes downstream, after several stages of transformation or increase in value and the final delivery of the product to the costumer. The rise of globalization caused global trading to become more common, increasing the role and importance of supply chain management. Global supply chains usually extend between industrialized and developing countries, in which the variation of economy, regulations, legalisation and standards pose difficulties in managing the supply chain. Usually developing countries play the role of raw material suppliers or manufacturers to industrialized countries. However, they face problems affecting the performance of the supply chain, which include instability of governments and policies, corruption, labour intensive industries, deteriorated infrastructures, limited use of new technologies, underemployment, child labour, and low education level of the population. The travel ban seems to be the right moment to speed up reorganisation of a territorial offer able to satisfy the demand for sustainability to which the need for security has been added. A tourism product able to meet these needs is food and wine tourism. A literature study was conducted during the preparatory stage, in order to obtain a comprehensive understanding of the coffee value chain. This activity was followed by a field visit to coffee farms in Kenya, between August and September 2019. In fact, the European recovery strategy from the Covid-19 sanitary emergency is based on the EU Green Deal, which is in turn deeply connected to the New Circular Economy Action Plan adopted by the Commission in March 2020. Timmermans, the Executive Vice-president for the Green Deal, stated that "to achieve climate-neutrality by 2050, to preserve our natural environment, and to strengthen our economic competitiveness, requires a fully circular economy". In order to achieve this goal, it becomes an absolute necessity to measure circularity at different levels: geographical areas, such as cities and regions, as well as narrower entities such as economic sectors, companies and even at the product-level. A "metric system" for circularity would allow describing the current situation, evaluating possible future achievements and hence directing policy interventions towards regions or sectors more in need. This report’s aim is to shed light on this issue, providing a critical review of some of the existing indicators measuring the circular economy. This will not be a comprehensive review: many papers, such as Saidani et al. (2019), have already filled in the gap in the literature by providing original taxonomies for the classification of the circular economy indicators. In what follows, we will instead analyse some of the most relevant and more recently introduced indicators, sometimes reporting the formulas needed for their computation, in order for the interested reader to get a broad picture of how these indicators are constructed, of their main advantages and shortcomings. Future research will provide a new synthetic indicator, or at least a small set of measures, based on the existing literature; it will be more synthetic, comprehensive and directly employable by policymakers, company representative, as well as academics. In this report, the focus is on the CEDecarbonisation nexus, in particular the energy-CE links, taking into consideration also those links to the bioeconomy that can be relevant for the energy-CE link. We will highlight how, in spite of the very broad policy vision emerging from the European Green Deal (EGD) and the continuously increasing industrial interest for the CE, there are still missing, or not completely deployed, links between CE and energy/decarbonization. In particular, there are missing links within the EU policy framework, in which legislation on CE and energy/climate are still delinked. The wide range of specific strategies triggered by the EGD, including the new EU Circular Economy Action Plan 2020 (EC 2020c), are going towards a deeper integration between CE and energy/decarbonization, and this can provide new opportunities. At the same time, the CE-related new business models are more and more holistic and flexibly encompass the CE-energy/ decarbonizations links.
